Our Federal Government client has come to market for Content Management and SEN Specialist will be required to services to create, collate, develop and deliver an Enterprise Platform for business content using the Holocentric Modeller version 8.


Our client's ERP Program is progressing from delivery into sustainment, bringing with it a substantial body of learning content, process knowledge, and change collateral that must remain accurate, accessible, and actionable for business users across Value Chains. As the Business Operations Centre (BOC) becomes the enduring owner of these materials, our client requires a fit?for?purpose content management approach and a professionalised operating model for SAP Enable Now (SEN)—the platform of record for digital learning and in?application guidance.


At present, learning artefacts and knowledge assets sit across multiple repositories with varying levels of governance, ownership clarity, and lifecycle controls. Reporting on content utilisation and training outcomes is limited, and there is no standardised, repeatable framework to transition ERP learning materials from Program delivery teams into BOC sustainment. In parallel, previously established Content Libraries need validation against contemporary knowledge management practices, while legacy knowledge assets—such as System Step Library (SSL) content and SAP Companion materials—require cataloguing, contextualisation, and in some cases migration into an appropriate repository (likely SEN).


To support our client’s transformation objectives and safeguard readiness for future ERP tranches, the BOC needs a specialist capability to rationalise content libraries, institutionalise maintainable processes, uplift the training function’s capability with SEN, and establish robust reporting that provides actionable insight into adoption, usage, and change progress. The Content Management and SEN Specialist service directly addresses these needs by:

    • Establishing Governance & Libraries: Designing and validating content library structures and processes that align with our client standards, ERP ways of working, and BOC requirements—ensuring owners, custodians, and approvers are clearly defined, and sustainment does not impede future tranches.
    • Creating a Repeatable Transition Framework: Building a reusable Transition Plan template and handover toolkit (registers, access details, tools, skills required) so ERP learning materials can be reliably transitioned from the Program to BOC on an ongoing basis.
    • Professionalising SEN Operations: Defining and documenting SEN?related business processes; acting as SEN SME to uplift the BOC Training Team through targeted enablement (presentations, virtual sessions, and practical guidance) and resolving day?to?day SEN questions.
    • Delivering Insightful Reporting: Developing scalable usage reporting and a reusable reporting template that surfaces content utilisation, trends, and opportunities—enabling Value Chains to assess how learning content supports adoption and performance.
    • Rationalising & Migrating Knowledge Assets: Cataloguing SAP Companion content (including purpose and review cycles), defining the target repository for SSL content, and migrating assets as agreed—improving findability, ownership, and lifecycle control.
    • Uplifting Curriculum Quality: Reviewing and uplifting the current curriculum to align with industry standards and general best practices, ensuring content is consistent, current, and outcome?focused
  1. The Content Management and SEN Specialist’s primary role is to support the BOC and its personnel in uplifting its service offerings related to SEN as well as professionalising the content management processes of ERP learning materials. The key expected outcomes are:
    • Have established processes in use for the effective management of SEN and Content Management. The Supplier will have made recommendations to the Commonwealth on how industry and best practice develops their processes so that our client has tailored and the most appropriate processes in place.
    • The current curriculum has been thoroughly reviewed and uplifted to industry standards and general best practices.
    • As the SME, uplift Commonwealth resource skills by way of knowledge transfer on SEN and knowledge management practices to BOC Commonwealth employees via informal virtual training packages / sessions.
    • Established a fit for purpose and future use templates the commonwealth can continue to use for reporting and ERP transitions into the future
    • Provide our client with recommendations for the commonwealth to continue service upskilling resources within the areas of Content Management and SEN beyond the contract completion.
