ICT Infrastructure Project Manager – Windows 11 Upgrade
Overview
We are seeking an experienced Project Manager to lead the end-to-end planning, coordination, and delivery of a large-scale Windows 11 Upgrade Project. This program will involve complex technical requirements, broad stakeholder engagement, and significant operational impact across metropolitan and regional service locations.
The successful candidate will bring demonstrated expertise in ICT transformation programs, strong project governance skills, and proven capability managing operating system migrations in large enterprises or government environments.

Key Responsibilities
- Develop, maintain, and deliver the Windows 11 Upgrade project plan in line with established ICT project management frameworks.
- Lead cross-functional teams across hardware readiness, software compatibility, application packaging, and deployment planning.
- Identify, monitor, and manage project risks, issues, and dependencies to ensure scope, time, and budget are met.
- Collaborate with ICT teams, business units, vendors (e.g. Microsoft, device suppliers), and change managers to ensure alignment and timely delivery.
- Oversee pilot deployments and full rollout phases using Intune, Configuration Manager, or equivalent enterprise deployment tools.
- Ensure compliance with cybersecurity, data governance, and asset management policies.
- Provide clear, high-quality project reporting for steering committees and governance bodies.
- Drive user readiness activities including communication strategies, training coordination, and uplift of service desk capability.
- Engage with external agencies to share lessons learned, align schedules, and leverage procurement efficiencies.
- Close the project with complete documentation, evaluation reports, and structured lessons learned.
Essential Requirements
- Demonstrated success managing ICT infrastructure or operating system upgrade projects in large enterprise or government environments.
- Strong technical knowledge of Microsoft Windows operating systems, particularly Windows 10 and Windows 11.
- Understanding of cybersecurity requirements including automatic patching, SecureScore remediation, and CIS Benchmarks compliance.
- Familiarity with Intune architecture (scalability, reliability, hybrid remediation).
- Experience in vendor management, contract negotiations, and oversight of technical delivery partners.
- Proven ability to design and deliver change management programs including communications, training, and end-user support.
- Strong documentation skills with the ability to establish structured handover processes for internal IT teams.
- High-level analytical, problem-solving, and organisational skills.
- Excellent communication and stakeholder engagement skills at all levels.
Desirable
- Qualifications in recognised project management methodologies (PRINCE2, PMBOK, Agile).
- Microsoft certifications in Windows administration or system management.
- Experience with enterprise software deployment tools (SCCM, Intune) and endpoint management solutions.
- Knowledge of public sector ICT frameworks and governance structures.
