Lead Change Capability Specialist (EL2 Equivalent)

Are you an experienced Change Management leader looking to drive transformational change across a nationally significant ICT program?

We are seeking an accomplished Lead Change Capability Specialist to lead enterprise wide change strategy, governance, stakeholder engagement and organisational adoption for a major Australian Government transformation program.

This is an outstanding opportunity to influence large scale digital change while working alongside senior executives, program leaders and multidisciplinary delivery teams.

About the Role

Reporting into senior program leadership, you will be responsible for leading the change capability across a complex ICT transformation program, ensuring organisational readiness, effective stakeholder engagement and successful adoption of new capabilities.

You'll provide strategic advice, establish governance processes, oversee enterprise change activities and mentor change practitioners while supporting informed executive decision-making.

Key Responsibilities

• Lead the development and delivery of enterprise change strategies and implementation plans.
• Establish and manage Change Governance processes, including Change Review Boards.
• Drive organisational readiness, stakeholder engagement and business adoption activities.
• Develop targeted communication and engagement strategies across diverse stakeholder groups.
• Identify and manage change impacts, risks, issues and resistance.
• Provide strategic advice to senior executives and program leadership.
• Monitor change progress, benefits realisation and post-implementation outcomes.
• Prepare executive reports, governance papers and performance metrics.
• Lead and mentor change practitioners to ensure a consistent enterprise approach.
• Promote continuous improvement across change management practices.

About You

You are a strategic and influential change professional with demonstrated experience leading organisational change within large and complex ICT or digital transformation environments.

You'll bring:

• Significant experience leading enterprise change management initiatives.
• Strong knowledge of organisational change methodologies (Prosci, ADKAR or equivalent).
• Exceptional stakeholder engagement and executive influencing skills.
• Experience establishing governance and change review processes.
• Demonstrated success delivering communication and engagement strategies.
• Strong risk management and organisational readiness capability.
• Excellent written communication, reporting and presentation skills.
• Proven ability to lead multidisciplinary teams while working autonomously.
• Experience supporting complex ICT, digital transformation or government programs.

Highly Regarded

• Australian Government experience.
• Large ICT transformation or emergency management programs.
• Benefits realisation and organisational capability development.
• Prosci or equivalent Change Management certification.
• Agile, Prince2 or project management qualifications.
