Organisational Change Manager – Cyber Security Uplift Program

We are seeking an experienced Organisational Change Manager to support a major Cyber Security Uplift Program focused on implementing the Australian Signals Directorate (ASD) Essential Eight framework across a large and complex enterprise environment.

This is an exciting opportunity to lead people, process and organisational change activities that will strengthen cyber resilience, improve security practices and support the successful adoption of new cyber security capabilities across the organisation.

Key Responsibilities

• Develop and deliver organisational change management strategies across multiple cyber security uplift initiatives.
• Conduct change impact assessments across people, processes, technology and operating model dimensions.
• Assess organisational readiness and identify adoption risks and barriers.
• Develop and maintain integrated change management plans aligned to program delivery schedules.
• Lead stakeholder engagement activities across business, operational, technical and executive groups.
• Facilitate workshops, consultation sessions and awareness activities.
• Develop communication strategies and business-focused messaging to support cyber security initiatives.
• Translate complex technical concepts into clear and engaging communications.
• Support training, capability development and business transition activities.
• Monitor adoption outcomes and readiness measures, identifying opportunities for continuous improvement.
• Manage change-related risks, issues and dependencies.
• Contribute to governance, assurance and executive reporting activities.

About You

You will be a seasoned Change Manager with strong experience delivering organisational change outcomes within large-scale ICT, cyber security or business transformation programs.

Mandatory Experience

• Demonstrated experience leading organisational change management activities within complex ICT, cyber security or business transformation initiatives.
• Proven experience conducting stakeholder engagement, impact assessments and business readiness activities.
• Experience developing and implementing change strategies, communication plans and adoption frameworks.
• Excellent communication, facilitation and stakeholder management skills.
• Experience working effectively across both business and technical stakeholder groups.

Highly Desirable

• Experience supporting cyber security initiatives such as Essential Eight, Zero Trust, Secure by Design or similar programs.
• Experience driving enterprise-wide behavioural, process or operating model change.
• Previous experience within Queensland Government or other large public sector organisations.
• Knowledge of recognised change management methodologies such as Prosci, ADKAR or similar.
• Experience using Jira, Confluence or related collaboration tools.
• Experience developing executive communications, presentations and engagement strategies.
