Programme Manager (PGMG6) | Capability Development
We are seeking a senior Programme Manager with strong capability development experience to support a major Commonwealth transformation program.
This is not a conventional program delivery role. While you will bring senior program management capability, the real value in this position is your ability to develop credible business cases, shape complex capability proposals and produce persuasive executive-level documentation that can withstand scrutiny.
You will work closely with senior leadership on the development of enterprise capability initiatives, particularly within large-scale information systems and ERP environments. A significant part of the role involves taking complex operational, technical and investment information and turning it into clear, evidence-based documentation that supports executive decision-making.
Your responsibilities will include:
- Developing and progressing complex capability proposals from initial concept through approval and implementation.
- Preparing high-quality business cases, investment proposals, executive briefs and decision papers.
- Developing and contributing to Cabinet-level submissions and senior government documentation.
- Building clear and persuasive arguments around capability need, investment rationale, benefits, risks and dependencies.
- Working directly with senior executives to strengthen and defend proposed capability investments.
- Coordinating input from operational, business, technical and program stakeholders.
- Identifying gaps or weaknesses in supporting evidence and strengthening the overall business case.
- Supporting capability development associated with major ERP and enterprise information system implementations.
- Providing senior-level advice across capability, program and investment activities.
- Supporting transition of approved initiatives through implementation and into business-as-usual operations.
What We Are Looking For
This role requires someone who understands how significant capability proposals are developed, challenged and approved within a highly governed Commonwealth environment.
You will need:
- Strong experience in capability development within a Commonwealth Government environment.
- Demonstrated experience developing complex business cases and investment proposals.
- Exceptional written communication skills, particularly producing material for senior executive and government audiences.
- Experience developing or contributing to Cabinet submissions, executive submissions, decision briefs or comparable high-level documentation.
- Experience supporting the implementation or development of major information systems or ERP capability.
- The ability to take complex information from multiple stakeholders and turn it into a clear, defensible and persuasive position.
- Strong judgement and the confidence to challenge weak assumptions, identify evidence gaps and improve the quality of an argument before it reaches senior decision-makers.
- Experience working with senior executives and navigating complex stakeholder environments.
- experience of working with the Defence Capability System.
We are particularly interested in candidates who genuinely enjoy the writing and intellectual challenge involved in building a strong business case. You should be comfortable moving beyond program schedules and governance reporting and getting into the detail of why an investment is required, what evidence supports it and how that case should be presented.
Security Clearance
- A current NV2 security clearance is strongly preferred.
- Candidates holding a current NV1 clearance will also be considered.
