We're currently seeking a highly experienced Quality & Testing Manager to lead the quality assurance and testing activities for a large transformation program for a major government department. This is a pivotal role that requires strong leadership, a strategic mindset, and deep expertise in end-to-end testing practices across large-scale ICT programs.

As the Quality & Testing Manager, you'll be responsible for defining and delivering the program-wide testing strategy, establishing testing frameworks and automation tools, and leading a high-performing team of test professionals. You’ll work closely with program leadership, technical and functional teams, and external vendors to ensure the delivery of high-quality outcomes.

Key Responsibilities

• Develop and maintain the Test Strategy, Test Plans, Test Cases, and Test Summary Reports for the entire program.
• Design and implement testing frameworks and tools, including automation solutions.
• Establish processes for test case documentation, test execution, and defect management.
• Manage, mentor, and guide a team of test analysts and automation testers.
• Lead the planning and execution of all testing phases: functional, regression, system, integration, UAT, performance, security, data migration, and reporting.
• Ensure best practices are followed to achieve consistent, high-quality testing outcomes.
• Proactively manage testing risks, timelines, and priorities in a complex program environment.

Essential Skills & Experience

• Proven experience as a Test Manager or Senior Test Lead on large-scale ICT programs.
• Demonstrated expertise in developing and executing test strategies and QA frameworks.
• Hands-on experience implementing test automation solutions.
• Familiarity with tools such as Jira for test and defect management.
• Strong experience leading testing across various phases and environments, including complex data migration scenarios.
• Proven ability to lead, motivate, and manage cross-functional testing teams.
• Excellent stakeholder engagement and communication skills.

Desirable Qualifications

• Minimum 5 years in a Test Manager / Senior Test Lead capacity.
• Experience in government or education sector projects.
• ISTQB certification (or equivalent).
• Exposure to COTS-based solution testing.
• Experience with SmartBear TestComplete automation tool.
