Join one of Australia’s largest and most dynamic local government. We are seeking an experienced Senior Business Analyst to play a pivotal role in supporting a major organisational transformation initiative.
The Opportunity
As Senior Business Analyst, you will work collaboratively across the Group and partnering portfolios to design and implement new organisational structures, clarify scope and inclusions, define priority business processes, and establish operational level agreements aligned to strategic objectives and community outcomes.
You will operate at both strategic and operational levels — engaging senior stakeholders, analysing organisational data, mapping critical processes, and delivering structured transition plans.
Key Responsibilities

Lead comprehensive As-Is analysis across impacted branches and teams, including:

FTE analysis

Budget assessment
-
Organisational structure review
-
Process mapping
-
Service catalogue documentation
-

Develop detailed To-Be models, including:
-
Structural design recommendations
-
Issue identification and resolution options
-
Operational agreement requirements
-
Budget and FTE realignment considerations
-
-
Produce:
-
Implementation roadmaps
-
Transition and change plans
-
Critical process identification and improvement recommendations
-
Business requirement specifications for system impacts
-
Reporting framework inputs
-
-
Facilitate workshops and consultation sessions with executives, managers and operational teams.
About You
You are a seasoned transformation-focused Business Analyst with a strong track record in organisational design and process optimisation.
Essential Experience:
-
5+ years’ experience in a Senior Business Analyst or similar transformation role
-
Demonstrated experience supporting large-scale organisational change programs
-
Proven capability in analysing and designing organisational structures, budgets, and FTE models
-
Experience developing business cases, consultation materials, and executive documentation
-
Strong BPMN process mapping skills using tools such as MS Visio, ARIS or Blueworks
-
Demonstrated ability to apply process design and continuous improvement methodologies
-
Advanced analytical capability and the ability to translate complex business needs into practical, value-driven outcomes
-
Strong project and product management acumen
-
Advanced proficiency in Excel, PowerPoint, SharePoint and Power BI
You thrive in a fast-paced, agile environment and are comfortable navigating complexity while maintaining stakeholder alignment.
