Senior Business Analyst – Capability Development (BUAN5)

Paxus is seeking an experienced Senior Business Analyst to support a significant Commonwealth Government capability development program focused on modernising secure information, intelligence and decision-support capabilities.
This opportunity will suit someone who enjoys working through complex operational requirements, engaging with diverse stakeholders and turning technical and business information into clear, well-structured documentation that supports important investment decisions.
THE OPPORTUNITY
Working within a multidisciplinary project team, you'll contribute to capability development, requirements analysis and the preparation of documentation supporting Government approvals and future capability delivery.
The role involves understanding operational needs, identifying capability gaps, assessing potential solutions and developing the business analysis and supporting documentation needed to progress a complex Government initiative.
Strong analytical thinking, stakeholder engagement and exceptional written communication skills will be important.
KEY RESPONSIBILITIES
- Investigate and analyse operational requirements, existing processes, capability gaps and opportunities for improvement.
- Work with stakeholders to understand objectives, identify underlying issues and develop clear business requirements.
- Support the development of Government submission documentation, business analysis products and related project artefacts.
- Analyse potential solutions, capability options, benefits and implementation considerations.
- Facilitate stakeholder discussions and workshops to clarify requirements and inform decision-making.
- Support the definition of acceptance criteria and requirements validation.
- Apply appropriate business analysis methodologies across structured and iterative delivery environments.
- Translate complex operational and technical information into clear, accurate documentation for senior stakeholders.
WHAT WE'RE LOOKING FOR
- Demonstrated experience as a Senior Business Analyst within complex Government or ICT capability programs.
- Strong requirements elicitation, analysis, documentation and stakeholder engagement skills.
- Experience investigating operational needs, business processes and potential capability improvements.
- Ability to assess options, identify benefits and develop structured recommendations.
- Excellent written communication skills, particularly in preparing high-quality business and project documentation.
- Experience working with multidisciplinary teams and managing competing stakeholder priorities.
- Sound understanding of business analysis methodologies, including traditional and Agile approaches.
HIGHLY DESIRABLE
- Experience supporting Government submissions, business cases, investment proposals or capability development documentation.
- Understanding of Defence capability development and Government investment approval processes.
- Experience working with secure information systems, intelligence, data or complex operational capabilities.
- Experience in Defence or national security environments.
SECURITY CLEARANCE
Applicants must hold a current AGSVA NV2 security clearance as a minimum. Positive Vetting (PV) is highly desirable.

- NV2 clearance essential; PV preferred
