Senior Procurement Officer (Level 5) This position develops medium-value, medium complexity, medium-risk contracts for the procurement of a range of products and services and may be involved with higher value, complexity and risk procurement activities with support from the Procurement Manager. The Procurement Officer is responsible for ensuing the integrity of each procurement process in line with relevant legislation, policies and procedures.
Responsibilities
- Develops low and medium risk contracts, including preparing business cases, procurement plans, tender documents, and undertakes evaluation, contract formation and contract management.
- Provides support for high risk contracts, including preparing business cases, procurement plans, tender documents, and undertakes evaluation, contract formation and contract management.
- Advises on government procurement and contract management polices to drive value for money outcomes.
- Drives the planning of the redevelopment of existing contracts, contributing to the scoping of new projects and consideration of innovative procurement options.
- Understands and facilitates the assessment of procurement risk.
- Undertakes contractor due diligence.
- Initiates, develops, and contributes to operational policies and procedures including the provision of procurement policy advice.
- Ensures compliance with government and agency policy and processes.
- Provides advice to clients, contracts and potential suppliers on contract development and management issues.
- Supports education and awareness raising on the procurement process.
- Identifies, develops, and implements continuous improvement strategies impacting on the efficient and effective delivery of services.
- Uses procurement system and records management system to maintain accurate procurement records.
- Undertakes market research and applies findings to manage and inform procurement decisions.
- Prepares for and facilitates straightforward contract negotiations.
- Interprets contract law requirements in procurement and understands the appropriateness of different terms and conditions.
- Explores opportunities to strengthen Landgate's support of the Aboriginal Business sector by identifying potential businesses which Landgate could procure from.
- Contributes to team plans and ensures their own compliance with training and performance management requirements.
- Works within and maintains an understanding of corporate and business unit policies and procedures.
- Acts with integrity at all times and demonstrates behaviours aligned with Landgate's code of conduct and which build Landgate's desired culture.
- Performs other duties as directed.

Role Requirements
Essential:
At least 3 years of demonstrated Procurement or Contract Management experience. Experience working in government procurement preferably in WA.
Desirable:
Knowledge of government procurement policies, issues, and strategic directions. Possession of or progress towards a relevant procurement qualification. Experience in using and maintaining contract management or procurement database or similar. |
