The opportunity

We are seeking an experienced Workforce Management Business Analyst to support a major transformation initiative within a large Queensland Government health environment.

This is a hands-on discovery and analysis role focused on understanding existing clinical rostering systems, workforce processes, data structures and integration across multiple health services.

You will document the current environment, identify risks and opportunities, and develop the requirements, options and recommendations needed to support future integration with an enterprise Corporate Roster-to-Pay solution.

This role will suit a senior Business Analyst who can confidently move between operational, clinical and technical conversations, lead complex workshops and turn large volumes of information into clear, practical and decision-ready documentation.

  • Location: Brisbane CBD
  • Contract: 10 August 2026 to 9 November 2026
  • Rate:$1,041.29 per day + super
  • Hours: Full-time
  • Working arrangements: Flexible and remote working arrangements may be considered, subject to operational requirements
  • Travel: Some travel across South-East Queensland and the Darling Downs may be required

What you’ll be doing

  • Conduct detailed analysis of existing clinical rostering and workforce management systems.
  • Document current business processes, workflows, system capabilities, data flows, integrations and reporting requirements.
  • Develop comprehensive As-Is process models and supporting documentation.
  • Review existing governance, controls, approval processes and operational practices relating to rostering.
  • Facilitate workshops, interviews and consultation sessions with clinical, operational, payroll, HR, ICT, executive and vendor stakeholders.
  • Elicit, analyse, validate and document complex business and functional requirements.
  • Prepare Business Requirements Specifications, Software Requirements Specifications, use cases, process models and other project artefacts.
  • Develop To-Be processes and future-state requirements to support integration with the Corporate Roster-to-Pay solution.
  • Analyse integration options, impacts, risks, constraints and dependencies.
  • Work closely with architects and technical teams to understand system architecture, interfaces and interoperability requirements.
  • Prepare findings, recommendations, business cases and executive-level briefing materials.
  • Provide advice on implementation priorities, transition approaches and future delivery considerations.
  • Produce clear, concise documentation for both technical and non-technical audiences.
  • Support knowledge transfer and handover activities to build capability within the organisation.

What we’re looking for

You will be an experienced Business Analyst with a strong track record delivering complex business and systems analysis within large organisations.

To be successful, you will demonstrate:

  • Extensive experience researching, analysing and documenting complex business and functional requirements.
  • Strong experience producing BRS, SRS, use cases, process models and solution recommendations.
  • Advanced business process analysis and process-mapping capability.
  • Demonstrated experience documenting current-state and future-state business processes.
  • Experience working with workforce management, rostering, HR and/or payroll systems.
  • An understanding of roster-to-pay processes, workforce workflows, controls and associated business practices.
  • Strong workshop facilitation, requirements elicitation, consultation and negotiation skills.
  • The ability to engage effectively with clinical, operational, technical, executive and vendor stakeholders.
  • Experience managing competing priorities and delivering high-quality outcomes within agreed timeframes.
  • Excellent written communication skills, including the preparation of detailed analytical documents and executive reports.
  • The ability to communicate complex concepts clearly to both technical and non-technical audiences.
  • Resilience, initiative and confidence working within a complex and evolving project environment.

Highly regarded

The following experience would be advantageous:

  • Previous experience within Queensland Government, Queensland Health or another large healthcare environment.
  • Knowledge of clinical workforce management and rostering operations.
  • Experience analysing workforce management or roster-to-pay processes.
  • Experience with enterprise workforce management or clinical rostering platforms.
  • Understanding of payroll, HR, finance and related enterprise systems.
  • Knowledge of APIs, middleware, interfaces, data flows and system interoperability.
  • Experience assessing enterprise integration requirements and dependencies.
  • An understanding of health-sector legislation, standards and operational practices.
  • A relevant tertiary qualification in business, information technology, health informatics, project management or a related discipline.
  • Business Analysis certification such as IIBA, CBAP, CCBA or another BABOK-aligned qualification.
  • Experience using recognised business process modelling methodologies and tools.
