Job description

New contract opportunity for an experienced PMO and Commercial Lead, to join our highly regarded client in the utilities sector. This is a contract role until March 2022 initially, with a high potential to extend. This role will be based in Newstead, Brisbane.

Reporting to the Program Director, the PMO and Commercial Lead will provide support for other Program Leads under a matrix structure. The following positions report directly to the role:

  • Program Financial Controller
  • Program Release & Environments Manager
  • Program Analyst (Investments, Benefits, Risks, and Dependencies)
  • Program Business Analyst (Management Products)
  • Program Support Officer

The primary purpose of the role is to:

  • Lead the Project Management Office (PMO) in accordance with the approved Governance Framework to ensure that milestones are met, products are delivered in a consistent manner, benefits are realised, risks are mitigated, dependencies are managed, variations are approved, and progress is transparently tracked and reported against forecasts
  • Lead the planning and execution of Program commercial activities in consultation with the Corporate Procurement Unit. Such activities will include the development of sourcing strategies, execution of procurement processes, negotiation of contracts, and vendor management over Program life to ensure that the client obtains Value-for-Money (VfM) from supplier engagements
  • Ensure alignment between the tasks undertaken by the Program Team, other staff, and vendors, to avoid duplication of effort and gaps in scope

Key Accountabilities & Duties

  • Centralised management of Program budget and resource allocation:
  • Forecasting levelled resource allocation across the Program and separate regulatory compliance projects
  • Reporting actual spend against forecasts on a monthly basis and accounting for any instances of variance
  • Centralised tracking and reporting of product delivery, risks, issues, dependencies, and benefits
  • Development of management products that include (but are not limited to) business cases, benefit plans, and capability assessments
  • Development of centralised registers and templates to ensure consistency in program delivery
  • Refine existing commercial requirements as input to procurement processes
  • Leverage the commercial non-functional requirements documented in the Customer Blueprint Project to create more detailed requirements where required
  • Develop response form questions to be issued to market during RFx processes to gauge the capability, capacity, maturity, risk, and value of different supplier offerings
  • Execute existing Sourcing Strategies
  • Assist procurement in packaging Invitation Documentation for release to market
  • Develop Evaluation Plans and Reports
  • Play a leading role on evaluation panels to assess supplier offers
  • Develop and execute Negotiation Plans
  • Manage vendors during delivery

  • Amend existing Sourcing Strategies
  • Develop new Sourcing Strategies
  • Draft contract variations

PMO Requirements

  • End-to-end program and project delivery experience
  • Planning, monitoring, and reporting on high value / risk programs and projects
  • Leading a Project Management Office
  • Management of Program finances, resources, and schedules
  • Development of management products (e.g. capability assessments and project closure reports)
  • Investment analysis and development of business cases and benefits management plans
  • Risk, issue, dependency, and opportunity analysis
  • Tracking of Program product delivery to ensure milestones are delivered by the client and vendors
  • Governance and reporting

Commercial Requirements

  • End-to-end procurement lifecycle management in the ICT / Digital Category
  • Negotiation of high value / risk commercial agreements
  • Management of incoming vendors to implement new ICT products and services
  • Assistance with managing outgoing vendors during product and service transition
  • Development of commercial models and requirements
  • Contract drafting using the QITC Framework
  • Vendor management
  • Knowledge of or the ability to rapidly acquire an understanding of State Procurement Policy (QLD) and QLD Whole-of-Government ICT Strategic Direction
