Job description

The ideal Project Manager candidate should have the following experience and specialized skills:

- Expertise in planning, managing, and delivering large, complex, or medium to high-risk ICT projects/programs.
- Ability to manage multiple projects and IT work packages of varying sizes.
- Adherence to the Department's Corporate Governance Framework, policies, and procedures.
- Skill in developing business cases aligned with business goals, in collaboration with senior management and stakeholders.
- Proficiency in defining and managing project/program scope, goals, and deliverables, including budget tracking, reporting, scheduling, dependencies, issues, and risks.
- Capability to estimate resources needed to achieve project/program goals.
- Competence in producing project/program plans, schedules, highlight reports, issues reports, exception reports, proposals, presentations, project communications, and management documentation.
- Experience in project financial administration, including budget proposals, contingency provisions, and collaboration with financial administrators for IT product accounting.
- Ability to monitor and manage changes in project/program scope and escalate issues when necessary.
- Skill in developing and implementing plans for organizational or people changes, including communications plans.
- Competence in developing plans for benefits realization.
- Collaborative skills with business stakeholders, including project managers, business managers, product owners, and staff.
- Experience in coaching, mentoring, motivating, and supervising project team members.
- Business knowledge and relationship-building capabilities crucial for project/program success.
- Expertise in managing project procurement in collaboration with procurement administrators.
- At least 5 years of experience in project/program management, including initiation and execution using PRINCE2 or PMBoK methodology.
- Proven ability to track and report on project milestones and deliverables in complex projects or programs with multiple stakeholders, long timelines, and large budgets.
- Demonstrated experience with project management software.
- Experience managing Agile projects in bespoke ICT software development, including:
- Estimation and sizing
- Backlog refinement, prioritization, and communication with Product Owner and Project Board
- Sprint planning, release planning, roadmap planning, and Sprint/product demonstrations
- Quality assurance processes, retrospectives, and stand-ups
- Proven experience in assuring quality in an ICT environment, managing test stages, and related documentation.
- Experience in personnel management and team leadership.
- Adherence to organizational standards and best practices in ICT service delivery.
- Certification in relevant disciplines (e.g., MSP, PRINCE2, Scrum, PRINCE2 Agile, PMBoK, AgilePM) is highly desirable.
